Coordinating Ministry for Economic Affairs (CMEA) and Indonesia JCM Secretariat, along with the Ministry of the Environment of Japan (MOEJ) and the Global Environment Centre Foundation (GEC), collaborated in organizing a Webinar on the Joint Crediting Mechanism (JCM) Implementation in Indonesia – Accelerating the Transition towards Decarbonization through JCM. This webinar was held hybrid via Zoom Online Meeting and in PO Hotel, Semarang, on Tuesday, July 26th, 2022.

 

The government of Indonesia and the government of Japan established the Joint Crediting Mechanism (JCM) in 2013, and have implemented JCM projects to promote investment and deployment of decarbonizing technologies, products, systems, services, and infrastructure to achieve decarbonized growth as well as contribute to the achievement of NDC in Indonesia. The implementation of JCM in Indonesia is a long journey of a bilateral partnership for the economy, technology, capacity building, and investment which encourages the private sector as an essential player in reducing GHG emissions.

 

To date, there are 49 JCM projects implemented in Indonesia, of which 12 projects have issued carbon credits. It is not merely about the reduction of GHG emissions, but the implementation of JCM also brings benefits to project participants in the form of increased production efficiency, better product quality, and production cost savings. 

 

This year, Indonesia holds the G20 presidency, with one of the priorities brought into the G20 discussions by the Indonesia Presidency is energy transition, a crucial process in achieving decarbonization. The theme of Recover Together Recover Stronger has a message that the G20 could lead by the example of how the collaboration, including the JCM cooperation, will strengthen the effort to recover from the crisis. Through JCM, we hope that there will be many follow-up activities that can be replicated for the achievement of national and global goals in decarbonization which is in line with the G20 mission to sustain global economic growth.

Ministry of the Environment of Japan (MOEJ) and the Global Environment Centre Foundation (GEC) in collaboration with the Coordinating Ministry of Economic Affairs of Indonesia and Indonesia JCM Secretariat will jointly organize “Webinar on the Joint Crediting Mechanism (JCM) Implementation in Indonesia – Innovation for Carbon Neutrality through JCM” on Thursday, September 2nd, 2021.

The government of Japan is promoting the dissemination of advanced zero-emission technologies through the Financing Programme for JCM Model Projects. The webinar will be participated by government officials and business leaders from both countries. It aims to share the overview and progress of JCM and facilitate project development and scaling up those future projects.

Furthermore, as countries around the world aim to be carbon-neutral, innovation is the key to realizing a decarbonized society, in addition to thorough energy conservation and the introduction of renewable energy.

This webinar will introduce “Financing Programme for JCM Model Projects”, “Financing Programme to Demonstrate Decarbonization Technology for Realizing Co-Innovation” and “Pilot Project for Comprehensive Support throughout the Whole Hydrogen Supply Chain Abroad” started this fiscal year as well as good examples of each project. Through these, the path to a post-corona decarbonized society in Indonesia will be explored.

Related to the webinar, individual meetings will be arranged between registrants of the webinar. Reservation is available through a match-making online platform “JCM Global Match”. Also, Indonesia JCM Secretariat and GEC will have individual consultations with companies considering applying for JCM Financing Programme.

The government of Indonesia and the Government of Japan established the Joint Crediting Mechanism (JCM) in 2013 and have implemented JCM projects to promote investment and deployment of low carbon technologies, products, systems, services, and infrastructure to achieve low carbon growth in Indonesia. Both governments agreed that emission reductions or removals from the JCM projects could be used for their international mitigation pledges.

Under Article 6, paragraph 2 of the Paris Agreement (Article 6.2), countries may participate in voluntary cooperative approaches to generate and use “internationally transferred mitigation outcomes” (ITMOs) for nationally determined contributions (NDCs). Although the international negotiations on Article 6.2 are still ongoing, an attempt to understand the JCM implementation based on the latest status of Article 6.2 negotiation will be helpful to prepare for future JCM implementation.

In this workshop, the speakers share information for deepening the understanding of Article 6.2 in relation to the JCM and voluntary carbon markets.

Webinar Call for Proposal JCM Model Projects 2021

Joint Crediting Mechanism is a proposal by the Government of Japan to push Japanese private sector organizations to invest in Low Carbon Development activities in Indonesia by giving incentives. JCM activities cover many sectoral scopes, including energy efficiency, renewable energy, deforestation and forest degradation, waste management, fugitive emission, and the manufacturing industry. Indonesia hopes JCM can be an interesting alternative to supported GHG emissions reduction activities conducted by both Indonesia private sectors and public sectors and supporting economic growth without overriding environmental sustainability.

As of April 2021, 42 JCM projects in Indonesia have been successfully implemented and have been able to mobilize funding of more than US $ 130 million. A total of 12 projects have successfully issued carbon credits with a total GHG emission reduction of 56,254 tCO2.

To attract private sector participation in the JCM project, every year an opportunity is opened to submit project proposals (call for proposals). This year, the call for proposals has started on April 7, 2021, and will end on October 29, 2021. Every Indonesian business entity, including local governments and state-owned enterprises, can submit project proposals to obtain subsidies of up to 50% of the total project investment through the JCM Model Project financing scheme supported by the Ministry of Environment of Japan.

Due to the COVID-19 pandemic, the Joint Committee between Indonesia and Japan (JC) decided to ease requirements on an on-site visit of the first verification by a third-party entity (TPE) as a temporary measure effective from 17 February until 31 December 2021.

If an on-site visit for the first verification assessment cannot be conducted due to the COVID-19 pandemic, a TPE may use other appropriate auditing techniques for verification, as referred to in section 8.1.2. of the “Joint Crediting Mechanism Guidelines for Validation and Verification (version01.0) (VVG)”.

In the above regard, the JC decided to allow until 31 December 2021, to deviate from the requirements in para 84 of the VVG. Where the TPE relies on this temporary measure, it describes in the verification report the alternative means used and justifies that they are credible and sufficient for the purpose of verification and that the on-site visit cannot be conducted.

Ministry of the Environment of Japan (MOEJ) and the Global Environment Centre Foundation (GEC) in collaboration with Coordinating Ministry of Economic Affairs of Indonesia and Indonesia JCM Secretariat jointly organized “Webinar on the Joint Crediting Mechanism (JCM) Implementation in Indonesia – Utilizing the JCM during the COVID-19 Period -” on Wednesday, September 30, 2020.

Government of Japan is promoting dissemination of advanced low carbon or zero emission technologies through the Financing Programme for JCM Model Projects. The webinar will be participated by government officials and business leaders from both countries, and it aims at sharing overview and progress of JCM and facilitating project development and scaling up those future projects.

In addition, while the world will be greatly affected by the COVID-19, it may be possible to accelerate activities to realize a decarbonized society by utilizing the JCM Model Projects for green recovery. In this webinar, we will introduce good examples such as green recovery and countermeasures against the COVID-19 in the JCM Model Projects or related projects, as well as other financial support schemes, etc. and explore measures for the new era.

After the webinar, individual meetings were arranged online between the companies that are considering implementing low carbon or zero emission technologies as JCM Model Projects and the companies that can provide relevant technologies. Also, individual consultation by JCM Indonesia Secretariat, GEC and Asian Development Bank (ADB) were set up online for companies who would like to ask questions related to Financing Programme for JCM or ADB’s financial support.

Call for Proposal / Registration for JCM Project Model fiscal year 2020-2021 has been opened starting today! The Model Project of Joint Crediting Mec

Call for Proposal / Registration for JCM Project Model fiscal year 2020-2021 has been opened starting today!

The Model Project of Joint Crediting Mechanism (JCM) model is a funding scheme from the Japanese Ministry of Environment (MOEJ) in collaboration with the Government of Indonesia through the JCM scheme with subsidies up to 50% of the total project investment value using low carbon technology proposed by participants. Participants who may participate in the selection process are private companies, state-owned companies and any business entitiy through a selection process conducted by the Government of Indonesia and the Government of Japan.

Schedule of a Call for Proposal is from Monday 6 April 2020 to Friday 30 October 2020 (Deadline Submit Proposal).

The JCM Indonesia Secretariat and the GEC will accept project proposals within the schedule period mentioned above, while the selection process also considers the availability of the budget. So that it is possible to accept proposals closed more quickly depending on the available budget.

Ministry of the Environment Japan and in collaboration with IGES held the JCM Annual Workshop in Tokyo, 25-27 February 2020.

The objective of this workshop is to share experience and lessons learned from each country in order to facilitate further implementation of the JCM. The invited participants are the government officials from the JCM partner countries and relevant organizations.

Mr. Cahyadi Yudodahono and Ms. Dinda Fauzani from Indonesia JCM Secretariat represented Indonesia in this workshop and bilateral meeting.

The JCM has been promoting diffusion of low carbon technologies and infrastructures, as one of the Government of Japan’s key approaches for contribution towards global emission reductions based on cooperation with its 17 partner countries (Mongolia, Bangladesh, Ethiopia, Kenya, the Maldives, Vietnam, Lao PDR, Indonesia, Costa Rica, Republic of Palau, Cambodia, Mexico, Saudi Arabia, Chile, Myanmar, Thailand and The Philippines) and 3 other countries (India, Malaysia and Sri Lanka). IGES, together with MOEJ, has been working on facilitating the operationalization of the JCM regarding its project cycle through the technical supports such as development of methodologies.

Indonesia JCM Secreatriat is invited to participated in Asian Transparency Workshop - Implementing Paris Agreement which held in Bangkok from 11 - 13 February 2020. This workshop aimed to promote regional knowledge-sharing on reporting under thetransparency framework. More specifically, it focused on three aspects of reporting: a) use of data and information, which were prepared under the transparency framework, for the development of NDCs and domestic mitigation actions; b) understanding elements for reporting of the use of international market mechanisms (IMM); and c) exploring options for strengthening regional collaboration in Asia. The workshop also provided training for the 2006 IPCC Guidelines for GHG inventories.

The three-day workshop was attended by around 50 participants, including: government officials in charge of NCs/BURs and implementation and reporting of
IMMs from 12 countries (Cambodia, Indonesia, Japan, Lao PDR, Malaysia, Mongolia, Myanmar, Philippines, Republic of Korea, Singapore, Thailand, Viet Nam); and experts from IGES, IPCC/TFI/TSU, MURC, Switzerland, UNEP DTU Partnership, UNFCCC Secretariat, and UNFCCC-RCC Bangkok.

In this occassion, JCM indonesia also publish the recent update of JCM implementation in Indonesia. Right now, among JCM countries, Indonesia has the biggest number of JCM project reached 38 projects. 12 of them has issuance credit and linked to National Registry System. Indonesia participant (Ministry of Environment and Forestry) also state that JCM project are recognized in National Registry System. They also present about Inventory System of Indonesia (SmartSign) which record all activity that emit carbon credit in Indonesia

(25/1) Seminiar mitigation action and JCM in Indonesia is held thanks to collaboration between Coordinating Ministry of Economic Affair (CMEA), IGES (Institute for Global Environment Strategies) and Green Partner Foundation. Seminar is held in 23 January 2020 located in Sari Pan Pacific Hotel, Jakarta and disseminated the development of mitigation actions which carried out in Indonesia. Issue and discussion about migitation action attract responses and attention from the invitee who came along from academica, industry, private sector and state owned enterprise. Various interesting thing raised like the initiative in development of domestic carbon market from KLHK. Aside from that, also conveyed the recent update of Paris Agreement especially in Article 6 negotiation. Other interesting thing are the importance of the use of Corresponding Adjustment in International Transaction of Credit Carbon to avoid Double Counting and recent update of COP 25 which held in Madrid several times ago.

JCM implementation itself has reach 35 projects which 20 of them are registered and 12 of them has issuanced carbon credit. Investment amount is predicted reaching 130 Million USD. Also are emphasized how JCM has various range of project sector in low carbon development and contributing to achievement of NDC. JCM has several annual activity that can be followed by everyone, starting from low carbon development seminar until to global match event which brings Indonesian and Japan participant together in order to collaborate in JCM project.

THE 9th JC Meeting held in Bali from 31 Oct - 1 Nov 2019. JC members, as the supreme decision-maker of the JCM scheme, discussed several issues related to methodologies, projects, issuance credits, rules and guidelines of JCM. Besides those agendas, JC also took consideration of related matters such as JCM continuation and Application of CORSIA. 

JC Meeting started with the explanation of Japan's support on JCM along with the presentation of updated Implementation of JCM in Indonesia and JCM model project. JC also took consideration and completing the approval of the proposed methodology of JCM. 3 proposed methodologies appointed in the session. ID_PM030 that contained about LED downlight/spotlight, ID_PM031 about an electric generation of run-of-river hydropower and ID_PM032 about absorption Chiller. In this meeting, JC also discussed and approved the registration of the project with ID009 with the title "Energy Saving for Air-Conditioning and Process Cooling by Introducing High-Efficiency Centrifugal Chiller". 

One of the sessions was the negotiation of carbon credit allocation between Indonesia and Japan Government. Through several breaks and discussion in two days, both parties agreed upon credit issuance of 7 JCM projects, including (i)ID009 Energy Saving for Air-Conditioning and Process Cooling by Introducing High-Efficiency Centrifugal Chiller; (ii)Reduction of Energy Consumption by Introducing and Energy-Efficient Waste Paper Processing System into a Packaging Paper Factory in Bekasi, West Java; (iii)GHG Emission Reduction through Utility Facility Operation Optimization System for Refineries in the Republic of Indonesia; (iv)ID013 Power Generation by Waste Heat Recovery in the PT Semen Indonesia (Persero) Tbk Factory in Tuban; (v)ID014 Energy Saving by Optimum Operation at an Oil Refinery; (vi)ID015 Reducing GHG Emission at Textile Factories by Upgrading to Air-Saving Loom; and (vii)ID016 Installation of Tribrid System to Mobile Communication's Base Transceiver Station in Republic of Indonesia.


As JCM was regarded as a positive impact in Indonesia by channelling development of low emissions technology in Indonesia along with its capacity building and knowledge transfer, most of the line ministries had a view to supporting the continuation of JCM as cooperation from both countries. It was believed that JCM will positively contribute to Indonesia especially in developing low carbon technology. Therefore, in the JC meeting, this issue had been mentioned and Japan will send their proposal through formal channels.

Also attended, Coordinating Ministry of Economic Affair, Ministry of Finance, Ministry of Energy and Mineral Resources and Ministry of Foreign Affairs as Indonesia delegates with JCM Secretariat. In Japanese Side, there were Ministry of Foreign Affair, Ministry of Environment, Forestry Agency and Ministry of Economy, Trade, and Industry with an observer from IGES (Institute of Global Environment Strategies).

JCM secretariat with IGES (Institute of Global Environment Strategies) under the coordination of Coordinating Ministry of Economic Affair had held the

JCM secretariat with IGES (Institute of Global Environment Strategies) under the coordination of Coordinating Ministry of Economic Affair had held the national seminar of JCM Implementation in Indonesia. This seminar exhibited popular methodologies of JCM and talks from top executives from each participant and potential participants about their experience of JCM and their spirit in developing low carbon technology in Indonesia. The seminar opened by the Director of Multilateral Economic Cooperation and Financing from Coordinating Ministry of Economic Affair of Indonesia and Keynote Speaker by Director of Energy Conservation from the Ministry of Energy and Mineral Resources of Indonesia.
There were more than 200 participants in the seminar consisting of academics, government officials, private party and auditors. This seminar not also present the implementation but facilitated the parties to collaboration especially from Indonesian and Japan as they are provided with Business Matching to increased the engagement of both potential project participants from both countries. Seminar also provided JCM consultation to party that wants to develop low carbon technology and apply JCM in the future.

Ministry of the Environment of Japan (MOEJ) and the Global Environment Centre Foundation (GEC) in collaboration with Coordinating Ministry of Economic Affairs of Indonesia (Kemenko Perekonomian) and Indonesia JCM Secretariat will jointly organize “Seminar on the Joint Crediting Mechanism (JCM1) Implementation in Indonesia” on Monday, 21 October 2019 at Fairmont Hotel in Jakarta.

Government of Japan is promoting the Joint Crediting Mechanism (JCM), and Prime Minister Shinzo Abe at COP21 announced, ”Japan will, while lowering burdens of those countries, promote diffusion of advanced low carbon technologies particularly through implementation of the Joint Crediting Mechanism (JCM).” 

To support the implementation of candidate JCM projects, MOEJ has established the Financing Programme for JCM Model Projects2 to disseminate leading low carbon technologies. So far Japanese government has established JCM with 17 countries. The seminar will be participated by government officials and business leaders from both countries, and it aims at sharing overview and progress of JCM and facilitating project development and scaling up those future projects.

On Thursday, August 1st, 2019, Indonesia Joint Credit Mechanism (JCM) together with the Multilateral Economic Cooperation and Financing Coordinating Ministry for the Economy, and also the Director General of Energy Conservation of the Ministry of Energy and Mineral Resources, conducted a field visit to PT. Toyota Motor Manufacturing Indonesia (TMMIN) and Karawang International Industrial City (KIIC) to see a direct example of two technologies that have been successfully implemented in improving energy efficiency built through the JCM scheme.

The first technology was the installation of a gas engine cogeneration system to supply electricity and heat for the automobile manufacturing plant, which has been implemented at PT. TMMIN. The cogeneration system is a system that consists of a power generator and boiler supplying both electricity and heat, recovering waste heat exhausted by the power generator.

Electricity generation capacity of the cogeneration system of PT. TMMIN is 7.8 MW. This system also managed to produce steam for 3.3 tons per hour and also produces high-temperature water of 88oC.

The aim of this project was to establish the most efficient electric power plant, and 45% electricity and fuel could be replaced by using this cogeneration system, or an equivalent to an annual emission reduction of 21,793 tCO2/year.

The second technology to be evaluated was a technology that looked simple, which was the replacement of SON lamps with LED lightings. Installation of LED street lighting with lighting control system was installed in KIIC industrial area at approximately 1400 points. The LED street lighting was equipped with dimmer technology and lighting control systems using cloud. This installation successfully reduced electricity consumption by 70%.

The two technologies implemented through the JCM scheme prove that there are still many energy-saving opportunities that can be achieved, as well as prove that industries in Indonesia can implement them.

Indonesia is one of the countries in the world that has strongest commitment in emission reduction. Since G-20 summit in Pittsburgh in 2009, Indonesia had stated measurable national emission reduction target which is 26% from greenhouse gas (GHG) as projected in 2020.

Furthermore, Indonesia government also has stated the commitment to UNFCCC through Nationally Determined Contribution (NDC), to reduce 29% of the emission as projected in 2030 (without international support) and emission reduction in the amount of 41% with international supports.

In the means of emission reduction effort while achieving sustainable economic growth, Indonesia and Japan government built implementing cooperation of JCM (Joint Credit Mechanism). JCM bilaterally forms a market-based mechanism that enables Japan private sectors to cooperate with Indonesia private sectors in implementing low-carbon activities since October 2013. Through this partnership,  Japan and Indonesia expect that JCM could contribute in achieving both countries’ target in emission reduction as well as technology transfer. Seminar on Climate Action and the Joint Crediting Mechanism that held by Coordinating Ministry for Economic Affairs in cooperation with Institute for Global Environmental Strategies (IGES) presented the latest progress of JCM implementation in Indonesia. Mr. Rizal Edwin Manansang as Co-chairman of Indonesia JCM Joint Committee also stated that JCM had given significant advancement nationally for Indonesia.

Indonesia now had implemented 35 JCM projects which total of investment is worth more than 130 million USD. Until February 2019, energy conservation is still the highest among all categories implemented. So far, the biggest JCM project that has been implemented in Indonesia is 32 MW waste heat recovery which costs USD 51 million and reduced emission up to 122.000 ton CO2 annually.

Head of JCM Indonesia Secretariat, Mr. Cahyadi Yudodahono, explained that the potency of JCM project implementation in Indonesia is still widely open. There are 3 types of subsidy model that can be used by project participant under the JCM scheme.

Another speaker, Mr. Dida Gardera from Coordinating Ministry for Economic Affairs, stated that implementation of JCM is an excellent learning for Indonesia to face the first period of Paris Agreement (2020-2030) in achieving emission reduction target. IGES speaker, Mr. Kentaro Takahashi, also said that JCM implementation is one of the good lessons for Japan and its partner countries in implementing Article 6 in Paris Agreement. Furthermore, JCM will be a part of implementation in Article 6, which discussed market and non-market mechanism funding.

In the last session, two of project participant conveyed their experience in JCM implementation. Mining and Energy Local Enterprise, Perusahaan Daerah Pertambangan dan Energi (PDPDE), from South Sumatera represented by Mr. Arief Kadarsyah, has built 2MW solar cell power generator in collaboration with Japan Sharp Corp. This power generator has functioned to supply electricity to Jakabaring Sports Stadium in Palembang, especially for Asian Games 2018. After Asian Games, this power generator sells its supply to PLN and is planned to develop the same type of generator in Bangka Island with 10MW capacity.

Last speaker is from Semarang Public Service Agency, Mr. Ade Bhakti spoke aboutimplementation of gas converter project in TransSemarang buses. These buses previously used Solar fuel as its source of energy. With the success in implementing gas converter for 72 buses in Semarang City, Ministry of Transportation Indonesia drives other cities to do similar implementation.

Jakarta 24 July 2018, Ministry of Environment Japan (MOEJ), Global Environment Centre (GEC), in close collaboration with the Coordinating Ministry for Economic Affairs and JCM Secretariat Indonesia jointly organized “Seminar on the Joint Crediting Mechanism (JCM) Implementation in Indonesia: Accelerating Low Carbon Development through JCM Scheme”. This annual seminar disseminates the bilateral cooperation between Government of Indonesia and Government of Japan on climate change mitigation namely Joint Crediting Mechanism. This cooperation aims to reduce the greenhouse gases and improve environment qualities as well as keep maintaining economic and social development. JCM as a bilateral climate change mitigation initiatives from Japan has exhibit its capability in contributing, not only to the national’s carbon emission reduction target, but also providing technology transfer and capacity building to the partner countries. 

The bilateral agreement of the JCM to support low carbon development in Indonesia has been signed in August 2013. To date, 115 feasibility studies have been conducted under the JCM scheme. Further, there are also 34 projects which are now implemented with total expectation of emission reduced up to 291,345 tCO­2/year. From 34 projects, it is noted that there are 13 projects have been registered and 4 projects have issued their emission reduction credit with a total of 357 tCO2.

This seminar was attended by various participants, from the government officials, the business practitioners from both countries, the academician, researchers. During the seminar various discussion were presented starting from explaining the general and detail information of Joint Crediting Mechanism, the information of the JCM financing scheme, the low-carbon development cooperation under city to city cooperation between City of Japan and Indonesia, the project implementation of renewable energy and energy conservation. Further, this seminar also engaged the participants to contribute and discuss further on the panel discussion session and consultation table.

Measures are being taken by the Government of Indonesia in ensuring the JCM activities bring positive impacts and comply with the existing rules and regulations while promoting green investment and private sector participation in greenhouse gas emissions reduction and low-carbon development. Moreover, the JCM is expected to promote co-benefits such as employment, environmental quality improvement, and others in the framework of sustainable development.
